BL3 - Artifacts or COMs w/ only two stats, when there should be three?

You may have found artifacts or class mods with only two stats on them when there should be three, mainly legendary ones but also purples, they may still have a total of three, with one of the stats being doubled but only showing the value of one. This is what I had on the artifacts showcased, firstly no +cryo damage, then a single, then a double, as shown by the increasing damage of the cryo weapon used.
