Far Cry 4 - Pagan Min and Guards are Blind

This is in the Truth & Justice mission when you have to chase down Pagan Min. But before the chase there is a cutscene in a house where you see him through an opening in the floor and if he can't see you from this distance this dud should not be driving and his guards should be fired because they have no peripheral vision.
